STATION 3 - ENVIRONMENTAL STUDIES

Environmental Review Process

Caltrans is the lead agency for environmental review under the California Environmental Quality Act (CEQA) and National Environmental Policy Act (NEPA). As shown in the flow chart below, the environmental review process involves the following steps:

  • Public scoping period – Caltrans circulates a Notice of Preparation and invites comments from public agencies and the general public regarding topics to be studied.

  • Prepare the draft environmental document – Caltrans will use the input received to prepare a draft CEQA environmental impact report/ NEPA environmental assessment.
  • Public comment period – The draft EIR/EA will be circulated for public review and comment; an open house public hearing will be held during the review period.
  • Prepare the final environmental document – Caltrans will use the input received to select a preferred alternative and prepare the final environmental document.
  • Approve final environmental document – Caltrans will approve the final environmental document.
